Historical Notes
Responsible for managing mass fatalities, members of New York City’s Office of Chief Medical Examiner (OCME), including Chief Medical Examiner Dr. Charles Hirsch, responded to the World Trade Center as soon as they were advised that a plane had struck the North Tower. Their first priority was to assess the situation to determine the optimal location for establishing a temporary morgue.
