Copy of 2024 Reauthorization of the Saracini Enhanced Aviation Safety Act, named in memory of United Airlines Flight 175 Pilot Victor J. Saracini. Signed by President Joe Biden on January 3, 2024, the federal legislation mandates, among other things, the inclusion of secondary barriers on both newly built and existing aircraft to help prevent cockpit takeovers. The reauthorization expands upon the initial law by requiring existing aircraft to be retrofitted with the barriers. The document is three pages long with black printed text and a red border. 

Historical Notes

After her husband, United Airlines Flight 175 Captain Victor J. Saracini, was killed on 9/11, Ellen Saracini began advocating for improved airline security. She championed secondary cockpit barriers that allow pilots to open the cockpit door while remaining protected. Working for years with airlines, pilot associations, and lawmakers, Ellen built bipartisan support for this safety measure. Her efforts led to federal legislation in 2018 and 2024 mandating secondary barriers on newly built and existing aircraft to help prevent future cockpit takeovers.
