Historical Notes
New York City Department of Housing Preservation & Development (HPD) is the largest municipal developer of affordable housing in the United States. Headquartered in lower Manhattan at 100 Gold Street, the HPD is located about five blocks east of the World Trade Center and immediately south of the Brooklyn Bridge and One Police Plaza.
On September 11, 2001, staff at the HPD witnessed the terrorist attacks at the World Trade Center from their office window. By the afternoon, they had transformed the lobby of their building into a relief center for rescue and recovery workers converging on the disaster site.
