Historical Notes
"The Department of Sanitation used mechanical sweepers, flushers, collection trucks, hoses, brooms and shovels to remove paper, dust, and debris from lower Manhattan. 'Early on, there were six to 10 inches of ash on streets around Wall St.,' said Francis. 'Our people worked hard in tough conditions. We wanted to get the place in shape to provide some sense of normalcy.'"
