New York State Office of Mental Health (NYOMH) administered and oversaw the design, implementation, and evaluation of Project Liberty, New York's FEMA-funded crisis counseling program that was created to respond to the aftermath of the attacks of September 11, 2001. LifeNet was a preexisting, toll-free 24-hour mental health hotline that offered multilingual services and provided information about mental health services.
