Historical Notes
Established in 2001 after the attacks, the Lower Manhattan Development Corporation (LMDC) received $2.8 billion in federal funding to support plans for revitalizing downtown, including rebuilding the World Trade Center site. The LMDC held hundreds of public hearings and consulted with the 9/11 community as plans for the site developed. In 2003, through a process led by New York Governor George Pataki and New York Mayor Michael Bloomberg, the LMDC selected Studio Daniel Libeskind to create a master plan for the new World Trade Center.
Libeskind’s Memory Foundations site plan included a spiral of towersthe tallest rising 1,776 feetencircling a memorial that preserved the towers’ footprints. A portion of the foundation slurry wall would also remain. In 2003, an open competition for the memorial design received 5,201 entries from 63 countries. A jury selected Reflecting Absence, submitted by the architect Michael Arad and completed with Peter Walker Partners.
