Historical Notes
Dr. Cynthia Otto (DVM and PhD), a veterinarian and associate professor of critical care at the University of Pennsylvania's School of Veterinary Medicine, responded to the World Trade Center on September 11, 2001, with Pennsylvania Task Force 1. Dr. Otto deployed with the task force from Philadelphia and arrived in New York City on the evening of September 11, 2001. Dr. Otto was assigned to FEMA’s night shift at Ground Zero; she was stationed across West Street at the World Financial Center, where she was available to treat any dog involved in search and rescue operations. She wore this headlamp while working at the site.
