Historical Notes
The New York City Department of Correction (DOC) oversees those awaiting trial or serving jail sentences. Within minutes of the 9:03 a.m. attack on the South Tower, the department deployed its Canine Unit and Emergency Service Unit to help in the rescue efforts at the World Trade Center. DOC’s Harbor Unit also evacuated survivors out of lower Manhattan by boat.
Through February 2002, more than 1,000 DOC employees had participated in recovery operations, from searching for remains at Ground Zero to sifting debris at Fresh Kills Landfill. DOC also set up and volunteered at the temporary morgue outside Manhattan’s Bellevue Hospital.
