Historical Notes Nearly 700 9/11 victims were New Jersey residents. Acting New Jersey Governor Donald T. DiFrancesco established a family assistance center in Liberty State Park in Jersey City, across the Hudson River from lower Manhattan, so that family members could receive services and information closer to home. Those who built the center installed panels on which photographs, tributes, cards, and messages could be placed. Some families repeatedly wrote on the same panel on return visits to the center.
