A red tag used as a poll seal for the opening and closing of poll boxes used in the City of New York elections. The tag is from the Board of Elections in the City of New York, and gives instructions to workers: "After you have checked the voting machine, cut and remove this seal and slide the knob to the right. The window should now read 'Polls Open.'"
Polling stations in New York City opened at 6:00 a.m. on the morning of September 11. Primary elections were being held for mayor, public advocate, comptroller, and other city offices.
